Issue with the compressor
If your wine cooler is not working, chances are that the compressor itself is busted or something is causing the compressor to not start working.
The compressor is the part of the wine cooler that is responsible to do all the cooling. If the compressor doesn't work, no matter what you do, the wine cooler will not cool. There are a number of reasons why the compressor itself isn't working.
Number one is an issue with the compressor fan, which is also known as condenser fan. The condenser fan works just like a normal fan would. Make sure that the fan isn't obstructed by anything, and it is clean of any dust and other particles. Unscrew the fan nuts and you will be able to thoroughly clean it.
Number two is the coil itself heating up, which can be caused by an electricity shortage or sudden surge in electric current that may have caused it to get damaged. The fix would be to get the coil replaced, or checked by a professional.
Number three is the condenser heating up, which is similar to the coil heating up.
Issue with the evaporator
The issue may also be with the evaporator that is responsible for producing the cold air. You can fix this by directly looking at the evaporator and seeing if any ice or dust particles are blocking the exhaust of the evaporator itself. Make sure the fan of the evaporator isn't damaged in any way.
Issue with Thermostat or Fan
Recent wine coolers are equipped with thermal sensors and a thermostat which is responsible for supplying power and information to other parts of the wine cooler. A broken thermostat will report false results to the wine cooler and ultimately not cool your stored wine.
You can't really fix the thermostat, instead have it replaced. The process is extremely delicate, so handle all appliances with care.
Room Temperature fault
If you don't have a compressor based wine cooler, but a thermoelectric wine cooler, the problem may not be on the inside, but the outside. Thermoelectric coolers don't usually work outside the 50° to 80° Fahrenheit range.
Move the cooler away from direct sunlight and store it in a cold damp place. It might take up to 24 hours for the cooler to get accustomed to the new room temperature.
With thermoelectric wine cooler, not only is the room temperature a problem, the room space is also a problem. If enough space is not available for the wine cooler, the fans will stop working, and ultimately make your wine warmer. Allow at least 2 inches on the sides, and 4 inches on the back of the cooler for proper cooling.
